The current events in the country demands for a proper overview of what also obtains in our own state Imo regarding the extent and level Imo Budget was implemented in relation to the Rescue Mission being carried out by the government.
The present Government became the Bride of Imo people when it came up with the idea of Rescue Mission and Free Education for Imo State. The impression it created in the people gave it the leverage over other parties and Governments. With the result that it made overwhelming defeat on the incumbent.
The Federal Government of Nigeria led by President Goodluck Jonathan is currently facing suspicious on the allegations of under implementation of the Federal budget by both Houses of Senate and Representatives.
This shows that Nigeria is growing politically coupled with non transparency on the activities of the federal executive. Imo state is no exemption.
Incidentally, the State Government has demonstrated outstanding features of a brighter hope in development. The need for scrutiny on the Budget implementation does not arise for now. Ordinarily watching over what the budget has done proves that more than 150% of Budget had gulped into the projects.
The question is, how is this budget implemented? At the end of each financial year, a state budget for the next financial year recognizing its financial strength, based on her income and expenditure and in accordance with the projects budgeted for in various departments.
Having that in mind, allocations were made to different departments for their payments and projects to be done within the year. Unfortunately, government came with the idea of Rescue Mission and also announced that there is Money in the State.
These departments had hoped that now that the Governor announced that there is money, they would use the amount budgeted for them to carry out their projects. Most ministries had hoped on this, Imo House of Assembly and others had hoped on that. But today, ask me why these Government departments are decrying their situations?
At the House of Assembly, for example, their security votes were slashed with the hope that their oversight duty allowances would console them, yet there is a question mark on that for now. The N51M Maintenance Fund for me upkeep of the complex is nowhere to be found. Most of the legislators have not received a kobo as allowance, all in the name of Rescue Mission.
Investigations conducted shows that all the hues and cries you hear today in various departments are the result of the budgeted funds in different agencies and branches ploughed back into Government business to the detriment of the various units involved. One of the Government ministry Commissioner was heard saying, I am only here to ensure you receive your salaries, ‘that’s all”
Obviously, the Local Government areas are not left out. The Federal allocations to the local Governments as Jaac is said to be absolutely suffering the brunt of Rescue load.
Assuming that both capital and current expenditure fell within 70% of the budget, then the 30% goes for Rescue miscellaneous expenses. If most of what is done in the state so far came from LGA allocations, through Jaac, which means really there is money in the state and the department need not suffer from cash crunch.
It is only when the executive respects the position of the legislature in governance which also shows that everybody reciprocates the understanding of peace to move the state forward that could come.
The Governors achievements are visible that nobody decries under implementation of budget but has other departments implemented theirs up to 30%? The answer is no because they don’t have the funds allocated to them for their projects.
The implication is that those who thought they would continue to live by the genes with which they began are now disappointed; hence they resort to revisiting their constitutional rights and privileges on ways to exert power on both their leaders and executives.
Consequently, the speaker of the House happens to be their litmus paper or lizard to test their herbs. I also found out that the speaker has exhausted his advice for peaceful co-relationship between the legislature and the executive but today he is the one bearing the load of blame as a leader.
Hoping on the advice deduced by both, Senators Osita Izunaso and Anyim Pius Anyim during their
visits to the House, who exposed the House ignorance on the control of the Executive excesses, the legislators have vowed to wait for the Executive during budget approval and implementation at the next financial year
We pray that nobody plays double standard so as to avoid suspicion because people quickly loose trust and confidence when there is suspicion on a trusted one. The best thing is to continue to pledge commitment to the way forward for Imo State.
